Thomas Quinn graduated from Golden Gate University School of Law with Honors in 1999.  He has been working as a contract public defender in Lake County since 2003.  Prior to that time he held positions as a Deputy Public Defender in Mendocino County, an associate in a personal injury law firm in San Francisco and as an editorial assistant at the CEB legal publishing house in Berkeley.  Prior to starting law school Tom worked for many years in the Alaska commercial fisheries, including on crab boats in the Bering Sea as depicted on “Deadliest Catch”.  He received a B.A. in History from the University of Maryland in 1976. He is a member of the Alaska Bar Association and the State Bar of California.

Do I have to use a public defender?

No.  You are always free to hire a lawyer at your own expense.

How do I qualify for your services

The judge will make the determination of your eligibility for public defender services.  He will make his decision based upon a financial application which will be submitted by you on your first court appearance.

Our services are generally limited to financially strapped individuals who are accused of a crime, juveniles accused of a crime, and certain individuals charged with contempt of court.

Will I have a better outcome if I confess?

No.  While your cooperation will be considered, the most important factors affecting your outcome are your criminal history, the degree of harm which the prosecutor believes you are responsible for, and the intensity of the complaining witnesses involvement in your case.

Often a confession will turn out to be the only evidence against you.   Without a confession, there might not be a case.

Lake Indigent Defense, LLP, is the business entity which has contracted with the County of Lake to provide public defender services to qualified applicants.   Lake Indigent Defense, LLP has entered into a number of sub-contracts with a dedicated group of private practitioners who have agreed to provide public defender services.

We are all also available to be hired as private lawyers should an individual not qualify for public defender services, or if the family of a defendant is  seeking to hire private  counsel.

Each of us maintains a completely separate private practice.  We are not “partners” in any practical or legal sense.  Our individual offices are spread out throughout the County, however, we do maintain an administrative central office staffed by Ms. Howland.

If an individual accused of a crime lacks the financial resources to hire their own lawyer, then typically a financial application is submitted to the judge at the first court appearance.  If the judge decides an individual qualifies, the Judge will then select one of our team from the Court’s list of qualified lawyers on our team.
